General Motors, which has warned for months that it was running low on cash to operate, did a surprising about-face Thursday and said it would not need $2 billion before the end of the month after all. The Detroit automaker, which is operating on $13.4 billion in federal loans and seeking $16.6 billion more, had said it needed the money before the end of March.
